Who?
If you operate a commercial truck in Canada or the United States, these regulations apply to you. They apply to carriers operating commercial vehicles with a gross vehicle weight of more than 10,001 lb (4,536 kg).
Where?
United States
The use of an electronic logging device (ELD) is mandatory for commercial vehicles subject to federal regulations. In the United States, this requirement has been in effect since 2017.
Canada
This new regulation has been in effect since January 1, 2023.
Quebec
The use of an electronic logging device (ELD) has been mandatory since April 30, 2023, when the amendments to Quebec's Regulation respecting the hours of driving and rest of heavy vehicle drivers came into force.
Canada Exemption
Heavy goods vehicles are subject to hours-of-service regulations, and drivers are required to record their driving, on-duty, and off-duty hours in a record of duty status, except for the following:

Vehicles whose model year is prior to 2000.

Rental vehicles with a rental agreement of 30 days or less that has not been extended or renewed.

Vehicles operated within a 160 km radius of the driver's home terminal, provided the driver returns to the home terminal each day for at least eight consecutive hours of off-duty time.

Vehicles operated within a 160 km radius of the driver's home terminal when the driver is unable to return the same day due to adverse traffic conditions.
The requirement also does not apply to vehicles operated under the following conditions:

The vehicle is not towing a trailer or carrying a load, unless it is transporting one or more vehicles as part of a drive-away/tow-away operation for delivery.

The vehicle is being operated at the end of the owner's possession period following the transfer of ownership.

The vehicle is operated by the lessee.

The vehicle is operated by the lessor during or upon the expiry of a lease agreement.

The vehicle is being moved between branches of a vehicle rental company for inventory balancing.
United States Exemption

Drivers who use paper records of duty status for no more than eight days within a 30-day period.

Tow truck drivers transporting an empty vehicle for sale, lease, or repair.

Drivers operating a commercial vehicle manufactured before the 2000 model year.
